While Sessions comprehension may be limited, I doubt Obama had a huge, well oiled, enterprise going. Now he may have tried to substitute quantity for quality, knowing he would never be held to account.
I don’t disagree with anything you said. I’m only saying, if you somehow become generically immune from prosecution, you don’t need any kind of well oiled machine. The well oiled machine was the vast intelligence apparatus and the willing press. The ad hoc criminal enterprise was the act of punching into it with actually very few people, then gushing the contents to the eager recipients. Obama didn’t really need any large staff to do this work. He had all he needed with Powers and Rice and Clapper and Comey.
This follows the pattern of the IRS. Once you have the giant machine, you only need to flip a few switches to produce the massive effects.
