A 100 dollar strainer tied to the end of a boat should take care of the problem. Strain the algae from the water and use it for whatever.

It is New York & Connecticut problem, not a federal problem. They both like to tax their constituents a lot for everything so in as much as Schumer says this is a big priority, they should have no problem taxing NY & Connecticut people more for this.
