Why go through the trouble of altering it when you can just ignore it?
If one side abides by it and the other runs roughshod over it with nary a consequence?
So far, the behavior of the Trump Administration is an invitation to the federal bureaucracy to engage in partisan, criminal activity without consequence. Why would anyone be surprised when bureaucrats accept that invitation?
