“Teach a man to fish...” and he stands a better chance of survival in Venezuela. Only if he is out of sight from any government functionary AND can fish successfully with a line attached to a cane pole from a stream bank! Boats are few and falling apart, nylon fishing line and most modern tackle is too expensive and marks the user as a class enemy (unless fishing with Maduro!)
