Donald Trump is preparing an executive order that would achieve a long standing goal of insurance reform advocates.
The president's executive order will reportedly allow individuals to join group plans from out of state. Current law allows companies to sell across state linesn but due to red tape and resistance by state insurance officials, most companies refuse to take advantage of the opportunity. The order would allow consumers to join associations and group health plans located in other states.
Current law allows companies to sell health insurance across state lines, but so far few have offered out-of-state policies. To date, although all states have the authority to do so, only six have enacted across state lines legislation.
And even among states that passed laws to allow out-of-state sales, no insurer has entered the market. Skeptics point out the difficulties that companies face in developing a health insurance product that can be sold in multiple states. They include challenges in building a provider network with competitive rates, regulatory and administrative differences across states and the impact on risk pools that could result in higher premiums for less-healthy individuals.
Proponents of the plan insist it can be done.
Sen. Rand Paul, R-Ky, touted the idea Wednesday morning on MSNBC's Morning Joe.
"I believe President Trump can legalize, on his own, the ability of individuals to join a group or health association across state lines to buy insurance," said Paul.
While the White House has not offered further guidance on the executive order Trump mentioned, Paul said he’s discussed his proposal with the president.

“Why would an Alabama insurance company even want to get involved in the New York market if they aren’t going to sell a ton of plans up there?”
Who the hell in their right mind would want anything whatsover to do in that state? 5 minutes after setting up shop they would be sued by some shyster lawyer for something. And that would just be the start of travails.
“Portability” would make life so much easier. We need to expand this with car insurance and our God given,Constitutional right to bear arms under the 2nd Amendment.
I think the insurerors no the lay of the land literally county by county and already have the ability to adjust rates on a county by county basis.
They or at least United and BC/BS and Humana already do that on their medicare advantage plans.
This is a MAJOR step in remaking health care insurance more competitive. I’m waiting for TORT REFORM.
We’ll see. I have auto insurance from a company 3,000 miles away. No one says, “who the hell are they”?
That’s because when it comes to repairs, it’s much easier to do underwriting for a car than for a human being.

When I was growing up in the 60s, we didn’t have health insurance. Back then it was called hospitalization. It basically covered broken bones, babies, and operations. Ordinary doctor visits and Rxs were all out of pocket. I don’t recall anyone complaining about the system.
I could count on one hand how many times I went to the doctor in childhood and adolescence. No one went to the doctor for ordinary ailments—colds and flus. Today, doctors’ offices and urgent care centers are full of kids who have nothing but the sniffles. If I told my mother I didn’t feel well, her reflexive response was, “Go to bed.”
Even if doctor visits are covered today, why would anyone take their kids to the doctor for routine childhood ailments?
Anyone?
