Of course. That's a huge incentive for a New York insurance company to do as much of their back-office operations in Alabama. They're already doing that. In fact, the insurance industry has been moving a lot of these functions overseas for years. Ireland has long been a very attractive place to do this sort of work ... lower pay, educated workers, English speakers, etc.
