President Trump can declare the public lands as "Methane Sanctuary Public Land", and that's the end of that.

Methane on Public lands self-identifies as pure Oxygen. There, problem solved. Dare them to deny it. They'd be Climate Deniers.

Trump should enforce the ruling, but only in the states that insist it be enforced, thus not interfering in the activities in the states that are not part of the complaint, and meanwhile finish the work on revising the rule, to in effect nullify it.
