The administration is charged with enforcing law. If these are bureaucratic rules and not laws, Trump can laugh in their face.
And even if they were laws, he can prioritize enforcement any way he sees fit. Or, like Obama treated DOMA, he can determine the law is unconstitutional and refuse to enforce.

This is ridiculous. If DJT can be legally bound by actions taken by a previous administration, that means the previous administration still more powerful than the current one. Under no reading of the Constitution do directives from out-of-power administrations compel action on the part of successor administrations.

Trump should enforce the ruling, but only in the states that insist it be enforced, thus not interfering in the activities in the states that are not part of the complaint, and meanwhile finish the work on revising the rule, to in effect nullify it.
