Las Vegas Strip mass murderer Stephen Paddock used his Mandalay Bay hotel room to fire bullets at jet fuel tanks Sunday night, a knowledgeable source told the Las Vegas Review-Journal.
The bullets left two holes in one of two circular white tanks. One of the bullets penetrated the tank, but did not cause a fire or explosion near the Route 91 Harvest country music festival, another knowledgeable source said late Wednesday.

Yep. “Empty” or nearly empty tanks are much more dangerous than full ones thanks to the vapour/oxygen combination.

I’m guessing, unless the bullets were incendiary, what would happen is that fuel might flow out.

Well if had been Jet-A, (kerosene) it would be pretty hard to light.
But if it was LL100 (avgas) fire a few rounds into the tank, then start shooting at the pavement under the tank, pretty soon a spark would happen.

Something like grain elevators, it’s the grain dust that can go “boom!”.
He had explosives in his car outside the Luxor somewhere. He gets that fuel to leak, hits the car to explode, it would have been devastating.
