If we hit all of the nuke tiped missiles and nuke arsenals, yes - assuming we know where they all are and hit all of them before they can launch.
Hit them with a massive preemptive nuclear strike or stay home.

It would pretty much be a shot in the dark, though, due the distance and NK missile unreliability. Maybe the western part of the US - but as been said it would be easier just to ship a nuke or two into a US seaport.
