California has ALWAYS had fires in the late summer and early fall. I grew up in Southern California, and you could almost set your watch by the regularity of the fires.

California is and always has been a pretty dry state (hell, about half of it is desert). Dry conditions plus winds make it easy for a spark from any source to become a conflagration.

It never rains in California, it was even the name of a song that was popular when Governor Moonbeam was, well governor so he ought to know Southern California is a considered a DESERT topography long before man ever got there.
