"World Heritage site". Does that mean they also claim some authority in the administration of such a site?

It bothered me a great deal to see the U. N. handing out boxes of food and supplies labeled with some U. N. entities name.
It was my take that much of it was provided by the United States.

I seem to recall the UN distributing little cardboard containers for children to collect money for UNESCO door-to-door on Trick or Treat Night back in the late 50s - early 60s. Kids were taught in school how great the UN was.
Pffft.
To paraphrase Rush, any organization not specifically mandated to remain conservative (or true to its founding intentions), will become liberal (progressive).
