Impeachment and removal requires a majority of the House and two-thirds of the Senate.

The 25th Amendment requires the Vice President and a majority of the Cabinet, AND two-thirds vote of BOTH the House and Senate.

If I’m reading it right, it only takes the Vice President and a majority of the Cabinet to sideline a President. (Congress gets to pick just which body must agree with the VP.)

Section 4.
Whenever the Vice President and a majority of either the principal officers of the executive departments or of such other body as Congress may by law provide, transmit to the President pro tempore of the Senate and the Speaker of the House of Representatives their written declaration that the President is unable to discharge the powers and duties of his office, the Vice President shall immediately assume the powers and duties of the office as Acting President.

Somehow I cannot see VP Pence jumping on the band wagon - he know what blowback looks like.
