You’d use a scissor and cut the coupon each quarter, and redeem or deposit at the bank.

The con is that the treasury note if stolen would be a loss (not registered, coupons good as cash).

The pro is that it keeps the government in its place and not to be nosy.

They got rid of them because they wanted more control over people’s finances and income.
