Actually, casual Johns publicly arrested often do quit. And the example keeps a lot of people who are tempted from risking it.

Arresting the users in hopes that the dealers will go away... doesn’t work for sex crimes either.Execute the dealers, street level to kingpin and the problem will diminish exponentially. Same with traffickers.
