The RICO statutes does not provide for immunity for the president or ex-president, or ex Secretary of State, and I don't think Trump would "pardon" the Manchurian Candidate President, or Monica's ex boyfriend.
You are probably more correct than you know. Option, charge all involved with one top crime. The highest they can prove. All else have at least conspiracy. Example, charge hillary with giving out classified information. She has admitted same. Every person involved(Huma, Weiner, DWS, Sid B. Bill Chelsea, etc...)is a conspirator. Charge Obama with unmasking along with Rice & Powers. All their minions can be charged with various matters. Pick one.
