I always liked the Nuclear Triad.
Don’t know how long it takes to re-target the subs and the silos. But it must take some amount of time for chain of command, if nothing else.
The GPS coordinates of targets can be uploaded to bombers via secure channels via satellite comms.

Satellites will be the first resource knocked out. There are alternative comms paths that are engineering to be nuke survivable.
