Sounds like the Affordable Healthcare Act.
Will it apply to political ads?
Remember that McCain was part of that McCain-Feingold Campaign Reform Act, parts of which have since been shot down by various courts.

new legal requirements and punishments on websites with 50 million unique monthly readers that take a tiny $500 or more in political ads from one advertiser.
That would require another bureaucracy to monitor dozens of websites and millions of posts daily. That would require additional bureaucracy to review and punish.
That has the makings of a gargantuan political monstrosity.
