I think Manafort’s main/most serious offense is money laundering. The “not registering as a foreign agent” charges appear to be very minimal—I’ve seen it described as an error that is corrected by re-filing paperwork.

It seems the only way Podesta is going to be in serious trouble is if they can find that he laundered money as well.

Without a related crime there is no "money laundering". One money launders to transform the profits of crime and corruption into "legitimate" assets.

At this point, Mueller's indictment of Monafort for money laundering doesn't make sense.
