It took 9 votes to secure him the WH.

He had no real mandate and if it wasn’t for 9/11, he very likely would have been a one term President.

True. In July 2001 he was irrelevant. After 9/11, it was a wake up call.

Bush won by the slimmest of margins but he DID win and SCOTUS simply affirmed what the voters intended.
