Expecting violent anti-social losers to self-police is just plain delusional.
The guy committed an act of violence against a child. That he ever saw the outside of a prison cell is a conviction of our society as a whole.
We no longer punish evil or seek to remove it from society, we cultivate it and do all we can to encourage its existence. Entertainment, politics, and media both promote it and feed on it.

Doesn’t apply to a Bad Conduct discharge. He could have answered “no” and could have still lawfully bought a firearm... unless his domestic violence conviction had been flagged. It wasn’t.

You are correct. Further, 11c : Have you been convicted of a crime punishable by a year or more (etc). Yes, he was locked up by the Air Force for a year.
11i: Have you ever been convicted in a criminal court of domestic abuse (I paraphrase).
Someone dropped the ball big time on not getting his records uploaded to the civilian world. The system should have worked, and it failed somewhere. For some reason. Need to find that and fix it.
