I wouldn’t call the present tax bill a reform. It might be a start but needs a lot more work. Ideally the best reform is to eliminate the IRS with all tax revenue collected at point of sale and a flat income tax for every dollar earned by everyone taken out each payday. As far as dividends, the banks, etc., should deduct the taxes automatically. If the amount collected isn’t enough, cut federal spending!
