I believe the Constitution states that the President has the power to pardon, “except in cases of Impeachment.”

Thus, if Impeachment articles are in play (eg, tabled),
Pres. Trump’s pardon powers are curtailed.

Please correct me if I’m wrong.

I believe it means if a cabinet officer, etc. is impeached that the president cannot pardon the officer from the findings of the impeachment.

It means that the President can’t pardon cases related to impeachment. It doesn’t curtail the President’s pardon powers in other cases. For example, if a federal judge were in the process of being impeached, a Presidential pardon couldn’t stop that impeachment process or override it.

I think you’re wrong.

To me, the “except in cases of impeachment” language means that the President can’t over-ride the impeachment process of himself or anyone else. It doesn’t mean that the impeachment net precludes any pardon of anyone involved, like Flynn, whose “crime” is listed as lying to the FBI. Flynn isn’t being impeached.
