Because an embassy is a platform for many USG agencies. The State Department makes up about a third or less of all Americans assigned to the Embassy.

That’s not so unusual these days - at least in countries where there are a lot of U.S. citizens, security issues, strong business connections, etc. So many Israelis are also U.S. citizens that it doesn’t surprise me one bit.
