The governor and legislatures receive contributions from the unions. The pay benefits go up, so the union raises dues and gives more money to the pols to raise pay and benefits. If there must be public unions no contributions for public officials, including no advertising.

Yup, and has resulted in terrible budget problems for most states. Hopefully this is the beginning of the end of those problems.
