The five wealthiest neighborhoods are in a city that has no industry whatsoever, no business headquarters, no leisure activity other than prostitution, no natural resources, no ocean, no port, and has a crappy climate to boot. Nothing to recommend it to the wealthy. How did it achieve its wealth?
