We have been told that gas tax money is dedicated to road maintenance. Is this not true?

In Pennsylvania, “road maintenance” means one of two things.
1. An endless project to fix a road, which can take many months and always involves several workers standing around another who’s half-heartedly “working.”
2. Throwing rocks in a pothole (maybe with a little sticky gunk) and hoping for the best.
It's pretty much the same in Louisiana except you can wager that the crews standing around work for a contractor that's somehow related to the chairman of the city/parish/state committee that secured the funding for the project.
In Pennsyltucky we have two seasons: Winter and construction.
