Actually, businesses everywhere could require employees’ cell phones be collected while working, to protect their health. Family calls the company if there’s an emergency (old school, worked fine).

Any company does this to me, I QUIT. My "cell phone" is a mini-computer: email, scheduling, instant engineering reference. If they want me to do without it, well, other companies will hire me.
