After five years of ‘serving’ in the congress, they are eligible for the retirement pay. I wasn’t aware that regular government employees got retirement after only 5 years.

Every government employee is vested for pension after 5 years. When they can start drawing the pension depends on length of service. Franken can start drawing it immediately since he's over 62.
