Your #17 raises a number of good points.

But like a responsible parent, "holding nations to account" ought to have a bit of sting.

So, I would propose a 50% reduction in aid for the upcoming period. This, so long as any possible counteraction by one or all of recipients would not seriously compromise our national security.

(I have not stayed at a Holiday Inn for quite some time.)

I think flexibility is important, perhaps a time limited reaction.

Some people look at the money we pay to other nations, and yes it is a lot of money. What they don’t think of is the cost of a war.

So which is it, tens of billions for foreign aide, or a $1.75 trillion to $4.0 trillion or more war.
