Only congress can regulate interstate commerce. Furthermore, the right to bare arms shall not be infringed is a direct violation.

I believe the legal challenge(s) to this need “standing” (going by several CA Gun Rights organizations) and they are waiting for Jan. 1st to come so that people are now affected and therefore now have standing.
A bill a few years ago had similar impact and it was found to be in violation of Interstate Commerce.
