On the Gertler webpage, he lists Bill and Melinda Gates Foundation and the Clinton Foundation as contributors and it is believed (hoped) in some quarters (including the youtube vlogger I posted) that the language of the Executive Order erects a sufficient umbrella over contributers to these organizations that those funds can be frozen as well.
