As opposed to killing two or more persons in a safe way...

Sounds like a goodly amount to me, but don’t have any experience working with it.

"...an attempt to kill two or more persons in a generally dangerous way."

There should be a law to ensure that two or more persons can only be killed in generally safe ways.

"an attempt to kill two or more persons in a generally dangerous way."

What would be the safe way to do this?

I left that in the excerpt because it is such a piquant turn of phrase.

"an attempt to kill two or more persons in a generally dangerous way."

As opposed to an attempt to kill two or more persons in a specifically dangerous way.

Or in a generally safe way ...

If you consider an old-fashioned hand grenade “a little bit bigger than a cherry bomb”.

If I had to guess, I would say the language, “generally,” is for a random act of terror as opposed to an act specifically targeting specific individuals.

Quite a bit bigger. But, while I would not want 7 ounces of TNT to explode in or near my pocket, I do doubt it resulted in a “huge” explosion.

Here is a link to a Dept. of Homeland Security “Stand-off Chart” for various amounts of explosives:

The smallest one there, requiring only 70 feet distance for safety is five lbs of TNT. 7 oz is puny compared to that.

One stick of dynamite.

Won’t blow out a stump, but would make a big bang
