Anyone born on American soil is instantly a citizen per the 14th Amendment

That is not the complete statement of the 14th amendment. There are exceptions.

The only exceptions were Native Americans, hence the line ‘subject to the jurisdiction therof.’ Since the Indian Citizenship Act of 1924 there are no exceptions.

The text:

All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the state wherein they reside.
