If the states were to wake up and repeal the 16th & ill-conceived 17th Amendments, then that would make tax change as permanent as it can get under the Constitution.

I think you’re misinterpreting his intent. He’s not trying to make the tax rate cuts permanent for all time.
Instead, right now they’re temporary and expire in 2026. He’s trying to remove/change the provision that makes them temporary so that the cuts don’t expire.
You’re tackling a different subject than he is.
