In lieu of the traditional salt, the unusual weather has prompted Florida Highway Patrol to lay down sand to melt the ice

More media stupidity. Sand does nothing to lower the freezing point of water. It's merely for traction.

And why is the Highway Patrol and not the DOT in charge?

Pretty sure the Highway Patrol is not actually the ones laying down sand. ha ha... That said in some states the safety issues of roads are determined by law enforcement and in some states by DOT. That has to do with who legally determines if conditions require closure, sand, or other action to be safe. Reporters have no common sense so they have a hard time clearly reporting on most things, and they no longer bother to even do a quick google search before writing a story.
