It would probably be very difficult to make a case stick against Mueller (otherwise, prosecutors would be sued like this all the time).

Rosenstein, on the other hand, is a whole different story. Since he recused himself from the Russia-Trump idiocy and appointed Mueller to act as the "prosecutor" in the matter, he may have compromised any claim he might have for immunity as an officer of the U.S. Justice Department in the matter.

Alberta, I don’t think Rosenstein recused himself from Russia probe.

The problem is that Mueller had a defined collusion thread to investigate, but ALSO, any other criminal fragment he found along the way.

It was a nasty little directive from the time it was signed, guaranteed free roaming and lots of trouble coming.
