Doe anyone know if when these people first come here if they can even vote. I assume they are not citizens unless they pass the citizenship test. Is that right?

When they first arrive, most have mandatory waiting periods until they can become a citizen. So, they initially have a green card and can not vote.

But does that really matter? Eventually they get citizenship and can vote and then vote for demo-rats who in turn pay them welfare.

Of course, since all of their family came before them and are now citizens and voted for demo-rats and they are already getting welfare, these new green card holder get welfare immediately upon showing up. This welfare, is just taxes charged to you and me to pay for them to sit at home all day and have more kids who then get more welfare to feed their mouths and then they sponsor someone else to get a green card. Thus we have...chain migration.
