The timing of this shutdown is in itself very suspicious.
FBI agents have been arrested before. I can think of at least two for espionage and there have probably been others in the past for corruption. A US federal judge issues a arrest warrant a US marshal can do the arrest (or empower CI & Internal Security FBI special agents to do so!).
Trump keeps on repeating that the Democrats want to shut down the military when we need it most. Perhaps he’s referring to arresting those 9000 sealed indictments. Somebody is going to have to do that!
