Trump knows that Mitch McConnell won't do it, that is, rub it in Schumer's face. In fact, McConnell let Schumer "save face" by announcing the reopening of the government on Monday, instead of letting Republicans gloat over finally beating Democrats at their own game.

Given the choice, McConnell will always throw Democrats a lifeline when they're down instead of leveraging the advantage for Republican gain. Trump knows that it is left to him to attack Democrat leaders when they misstep.
