I believe you've nailed it. He was slated to retire in March, so he probably has enough accrued sick leave and vacation time to step down now without losing his retirement benefits. It's actually a normal thing to do, and there's not much to read into it.

Well, I read in to it that this expletive-deleted will have committed treason and get to retire on the taxpayer dime.

If that’s normal, the US is screwed.

Not much to read into it? If you step down immediately, whether you were planning on retiring a few months in the future or not, it’s obvious that he wasn’t given a choice. I’m betting he was told to leave now, and use your accruals, or face disciplinary and criminal charges.
