Take just Philadelphia out completely, and the state of PA would be RED in every election.
Philadelphia ALWAYS provides a “PLUS” margin of 500,000 votes for the D’s in every Presidential election. That’s 500,000 vote plus margin that has to be erased throughout the rest of the state.
Just rename it “West Camden”, and give it to the People’s Republic of New Jersey.
Both states would be improved.
