Its way past that, they are trying to protect their own hides and Wray probably wants to protect his reputation because if this memo is as damning as claimed he is going to be asked how he could let McCabe and Rosenstien continue to act as FBI administrators.
If the FBI is exposed and agents prosecuted can the deep state traitors at DOJ, CIA, and NSA be far behind? Watch for them to try and physically take out Trump. The deep state doesn’t play by the same rules the peasants live under. I pray for Trumps safety daily.

Great idea! That could be a part of a massive reorganization of the FBI concurrent with a personnel “cleansing”.
Responsibility for and staffing supporting Counterterroism and Counterintelligence/counterespionage should be a separate Agency moved to report to Homeland Security instead of DOJ. And personal and biometric identification responsibility and resources (along with any future National ID type endeavors) should be a separate organization. The residual “Rump FBI” would be responsible for domestic criminal investigations only.
Lastly, a small “Public Integrity” organization staffed by “untouchable” highly ethical individuals would be charged with investigating corrupt abuses by the SEPARATE law enforcement agency staffs.

If Wray does resign, I'd like to see them find some experienced federal prosecutor in some state hundreds of miles from DC. Someone who's never worked in DC and maybe never even visited there. We don't need anymore of these swamp creatures who have past entanglements with every other bureaucrat in the Hoover building, past and present.
When you have an employee who’s currently threatening to resign when confronted with their shortcomings, I’ve found it best to call their bluff.
