He may still be the greatest of all time. I know for a fact, virtually ALL those competitors are doped up. So they are all more or less competing at a similar level.

Icarus is a superb documentary. The reality is that it's impossible to compete at a World-class level without "assistance" as Olympic and World records have long since crossed into the "superhuman" territory.

The narrator begins the documentary by describing his own experimentation as a serious amateur cyclist. Using "doping" his personal performance improved roughly 30%. That's an impossible hurdle to overcome by other means, which is another way of basically confirming your assertion.

Rather than pretend that it isn't happening, top competitive sports would be better served by sponsoring research and testing aimed at ensuring such enhancement regimes are safe and open.
