With regards to Islamic terrorism, and other negative products of Islam, “vetting” is a fantasy. You might be able to pick out a few who already have a track record, but in the medium to long term, it is useless.

Non-jihadist Muslims can have kids who grow up to be jihadists. Or grandkids, etc. (Orlando massacre)
The only immigration practice that will reduce Islamic terror is to reduce Islamic immigration. Countries that don’t have Islamic migrant populations don’t have Islamic terrorism.
