10. is most intriguing to me. I think the plan would have been loosely conceived at the start. I doubt anyone could have forseen how it would develop and lead to where we find ourselves today.
I’m leaning toward Sid hatching it as maybe a lark, a whispering plot, gossip and innuendo fueling it. It seems unlikely he or whoever started this could have predicted the stunning cooperation by the upper echelons of the bureau.
Many circumstances outside the control of the planner (s) were unknowable which is one reason I rarely buy “conspiracy theories”.
I do wonder though, just what goes through their minds today...
I have a call tonight which may lead to some additional insight.
The big thing, and this is not any inside information, is that we are quickly moving to the “what did she or he know, and when did they know it.” phase.

If we were doing business as usual, I’d be inclined to agree with you. I think there is now too much known, too much on the public record for your scenario to play out. Even if the media isn’t willing to investigate the facts, there are many who are, surprisingly, some in Congress.
I have no real sense of what’s next, but I think it will look unlike anything in our past.
