I believe the reason Gowdy is going to cut and run when his term is up, is that he now realizes that he has accomplished nothing, and will accomplish nothing, despite his considerable prosecutorial skills. The system is too far gone. He perceives no pathway for it to return to life, so he’s out of there.

Or in my opinion he is just another member of the swamp and never intended to do anything and he will run again.
