Of course they were. They needed warrants because Admiral Rogers had already shut off the third-party cutouts the FBI/DOJ had been using to collect warrantless data without being detected.

More suspicious: Was Carter Page an FBI asset? It appears he was, from 2013 onward, at the very least a cooperating informant the FBI used to trap Russian spies. In which case, the Title I warrants FBI obtained against him could very well have been established by a known history the FBI was at least partially responsible for, not as a Russian spy, but as a counterintelligence asset of the FBI.

At that point, the FBI's fraud upon the FISA Court goes from being a serious crime equivalent to perjury to being a very broad-based seditious conspiracy, since everyone in Co-Intel FBI and NatSec Justice, would have known they were falsely claiming their own asset was a "spy" in order to get blanket surveillance over the Trump campaign, later on the President elect, and later still the President himself.

How can Page be both an FBI asset and also an excuse to surveil Trump. seems like a huge conflict of interest.
