What I heard was that yes Papa was the informant. The FBI fitted him with a wire as part of his cooperation. He went to a few meetings and got nothing of value. He was pretty much out of the loop by then. So the Mueller team pulled the plug and made the plea public.
That is what happened, but it happened after Papa was arrested in July 2017, long after his connection with the campaign ended.
