However, her reason was stated, not in her words, but “according to two people briefed on her decision”.
Where was the reason stated? It was stated after the word “as”: “....she plans to step down .... AS..... the..... agency.... has been under attack by President Trump....”
Note that in the context of the sentence, the word “as” really means “because”. Like when you say “I’m going to have a second helping, as I am still hungry”. “As” means “because” and what immediately follows is the reason because “I am still hungry”.

If I were her, and my decision to step down was NOT because I thought the DOJ was under attack from the POTUS, I would definitely challenge the authors for misrepresenting me, and force them to recant - even though there was no actual quote.
I think it’s safe to assume that she stepped down for the reason given in the article and that she wanted to go on record as such. Otherwise, she would have objected the article.
